In Skopje in the home of ARM, with subject five years
ubiley of DPM, 100 years Ilinden an the murdering of Goce Delcev, was
holder out the “International Congress for children rights”patronaged by
our president mister Boris Trajkovski, and organized by Children's
Parlament of Macedonia and some nongoverment organizations: Red Cross of
Macedonia, Family Federation for Children’s Peace and Uniting in
Macedonia, Company of retired educated workers, Fondation of the first
president of Macedonia mister Kiro Gligorov,Company of for women’s and
children’s rights.
The decision of the people trough OON to
achieve the targets-to be peace in the world, to be consolidation
between the states, people should be not disturb by the wars, but to
give oppurtunate for rearrgement of the treasure of the
world, to there’s be not poor people, hungry and to not die. Specially
killed by the evil weapon or hungary and illnesses. Specially that
should be base motive for children-peace, prosperity and good life in
the world-global village, making democracy, and infact people community.
By the decisions of the Convention for children’s
rights, who means “constitution” for children's rights, aims are,
children's interests, there's legal and any other protections to become
obvious everything with aim child’s life, to be tolerated in these parts
of the world, where life standard of the adults is on lawyer level.
All these aspects was subject on examination of
“International Congress for children’s rights” what were holder in
Skopje and Ohrid in the home of ARM and the school “Hristo Uzunov” from
9 to14 May 2003, with constant examination of children’s rights with
aspect of implementation of the Convention for children’s rights, in
presence of 8 delegations main of the Balkan and a part of Europa, with
participation of 20 institutions of health social workers,
representatives of the local self-government and representatives
of others institutions and foundations-UNICEF, OSCE, UNDP, UNHCR, MCMS,
and over 30 others and nongovermental organizations and children’s
parliaments of the cities of Macedonia.
Of all thematical and other expositions and
discussions, by the children and adults, emerged and some suggestions
and conslucions, and because of that we suggest:
- To be made national strategies for more successful
for the Convention for children's rights;
- To be made Balkan association (Balkan’s children’s
parliament), who will coordinate the work and coroporate between the
Children’s parliament from the Balkan, or organizations, who are based
on work and learning everything about the democraty, and in that contect
are the children’s rights. Like that in future the motive will be
“Balkan barrel of peace”with unlearning necessary and wish the barrel of
gunpowder to be replaced with barrel of peace. That will make to
Balkan’s children's parliament be formed;
- Apply to the Committee for women’s and children’s
rights in Geneva, Europeans parliament and to UN, to interview with any
kind of means of necessary and activites, children's life to be safer
and more peaceful;
- Building conscious for life in multicultural
states, with toleration and compromise to be made safer protection for
the children in peaceful comunities, and to theirs be end for the wars;
- Equal tretman for any kind of child in front of the
attacks and life for everybody, and to theirs be not difference between
normal development child, or child with dostache development,
handicapped or any kind of child who are behind with their psiho-fisical
development and life;
- There should be not any of the prejudicial and
decisions about tretman about the children from aspect of sex, religion,
nation, color of skin, language, or any kind of mark, becouse they are
one-children of the world;
- Geography uniting which should be opportunity to
they be gone or opportunity to we broke every kind of taboo and mystery
subjects and to we make one thought for uniting where the standard of
the peoples and the children which to be closer to the justice and to
the right in the reality of the children’s life with new ideas for
bigger dignity of the children.
- There should be right of education, but with right
of conveying of the real free education, in aspect that it should be
obliged;
- There should be equal tretman for conditions in
secondary school, high or any kind of education, and that should not be
privilege just with the people with money-the rich one, the education
should be deride for that one with real quality and wish,
children with real ethnical and moral values
- In the school to be rolling the democracy
relationships and the children should affirmed the children rights in
the education system with old methods and understandings of the
teachers.
- The triangle, parent-teacher-child, should be in
function for cooroporateing, deal, and successful underthakings,
insisting on the children qualities to be stimulated, improving,
promoting in interest of the children dignity
- In the schools, there should be development of
humaning, friendship feelings, with aim life and love, understanding
without hate, without patriotic circles and arguments using the
children, without their using for political aims.
- Avulsing of the children for pedofiling, underage
prostitution, exploitation of the children's labour, trade of white
slaves, trafficking, or any kind of maltreatment in the family,
the school, or the side of he police, to be related in minimum, or just
on incidents, excense assurance or happenings;
- In case of family torture of the family, the child
should be not moved to other kind of home, just that one who made the
torture to be moved to other home.
- The family should be like fire of love, peace,
education, behaving, and children's source
- The social help should be recive equally every
child, or family,wich have real necessary of it,in aspect of it have
rules for life and devilopment,with peace and harmony
everywhere,family,school…
- Economical dependance, jails between the parents,
are painful for the children, and for that reason, the fact should be in
function which is looking out for the child, not just the biological
parents. The aim is equal tretman in the family, first home; the school
like second home, and the state and the World like third home.
- The biggest ambicius of the parents should be not
reason for stopping the psiho-fisical development of the children
- Health of the children, in aspect of necessary what
is written in the Convention, should be imperative not just for parents,
health institutions, just it should be for the state
- From there the participation of the children under
emergency intervention of the low is more than nessesary, because the
hard family budget of the sick of special sicnesses, need and special
food, diary for medicines for minimal and optimal life. Emergency of
free medicine for the children without participation is more than
necessary
- The children of the sterat, are more in clinical
cases and for that they should be special reocupation of the centers for
social protection, school centres, but and special responsibility
for the parents, and if there is necessary of low acts and
responsibility of the parents what is base meaning for
commintment, worrying and development for the children
- Making life ECO conditions for development for the
children and vintage for that one who are reason for broking the
children’s health
- For that aim there should be made base pledge with
will make more work for the people, just for one parent, who will be the
recive health protection for the children which is under ingerentions by
the state
- The local self-government should fin the way in the
reform community with decentralization in the center government, and the
part of the children in LS like subjects must be in necessary and use.
- Children’s refugees should have special
level of protection and worry where they are moved. Special attention
should have the children from Cosovo, Bosnia and Herzegovina and
Macedonia, because their hole moving back and desiding of their problem
is not finished
- There's is necessary of forming the FORUM, which
sill especially in using for elementary necessaries of the children and
their protection of broking the children’s rights
- The children's ombudsman the most transparenting
should bring to light its work in front of the public
- The state should find a way to make an
inspection for life in the family, in that way, the worry in the family
should be in special interest
- The base right of the child is to be born and
love, and it will be loved if it is planned, it will be planned if the
parents are educating. In accordance of that it’s necessary to the state
make a company for planning the family
- The places for fun, for the children and the young
adults, should have educated people, who will stop any kind of
aggressive manifestations between them;
- Worry of any state should be to the interest of the
diaspor, especially for the children who are moved out from their born
state. In accordance of that DPM have own special programme named
“Looking for the born state”, and for that aim we will form special
children’s parliament in Toronto, which will activated the children
there in every activities and manifestations of the DPM
- It’s time to we activated the children in the shine
of the future, not to walking in the darkness.
- In that way, the true mark of the children is to be
subject in the family, school, the local self-government and the
state
- The moral-ethnical values in the system of the
education should take special place, and if there is a necessary of
etick, it should be gotten in, like special subject, with aim to there’s
be not rolling of the abusment between the young people
- The religion and the education of the religion
should take a special part in the education system
- It’s time to get back in the school the the
completely of the education, because without upbringing and
education everything is without value
- The free time trough free activities in the choose
of the children in NVO for work, to take a special part in the
activities in the school, not to be deride for the free time of the
children in the school
- In the school system should be find a motivation
for sober living, with motive for work and selfapproving captured
by alhohol, cigarettes and the drug
- The yet by the teachers to be replaced with contact
children-students, if we want develop in the modern education system
- True respect to the parents and the teachers, with
aim to theres be function of free mind, speak, and public speaking of
the children
- With an aim for a more successful approaching
towards children development under normal conditions, teams should be
created for education - parents, teachers, children that will be an
houner to the Ministry of education of the country if they carry out
this nessesery act;
- That includes finding out the problems between the
students that are in the beginning where under successful points they
might be decreset on minimal risks (with no meatier if it works about
corumpiraning of the education, that results correct and incorrect
marking, unjustified non-appearance when the children run away from the
classes or any kind of relationship in relation teachers-students so
long…)
- Necessary of education for parents, teachers and
children's and this necessary to have the mediums, because like power
for work are very need and successful
- Theres should be a bigger number of schools of
children’s rights, specially that the mediums with the education
programs and the children’s shows can develop for implementation for the
Convention for the children right. Specially was bolden the subject in
the school-people community. The declaration should be new way for
programs for the children right
- The students of the Congress are the only
that there is necessary of new development concept for the child’s
develop and tehnological and democratic development conditions
- The probably conditions should be profitable for
the children community and they should build a bridge for corporate of
the children of different states
- For underlining are holding international meetings,
forming associations for children’s corporate for ex. Balkans or
Semites, congresses, schools, children's camps, with aim to there should
be one motive PEACE AND LOVE FOR THE CHILDREN
- With aim to there should be a function of the
nongovement organizations which are very necessary for the development
people community, there is a necessary of their more selective function,
which will be subject of more clear low regulativ, for existing, work
and financing by the state. That one who will finance the nongoverment
organizations should be with more state benefitions for example, tax
realizing
- Children’s life should be full with culture-fun
life, specially the fiscal and sport life;
- The partnership for corporate between the
nongoverment organizations which DPM presentated, wants to be corporate
between the nongoverment organizations of the world, that like
corooporate, and in that way the motive “All children of the world, are
just a children”
- The biggest imperative for the children should be
“The world global vilage”, everything with aim for frendshil, peaceful
corporation for work, nice life should be the prettiest adornment this
new millenium
The international Congress for children rights, was
carried out the stongrr name for it, and that is that the implementation
of the Convention of the children rights, or realizing of the children
rights, is moving very slowly, and in sole situations there is big
broking of children rights or their evaluating.
From that mind there is necessary of bigger worry and
protection for children rights, which this Congress is sending the
biggest appeal.
